Dear ESC Member,
As you are aware, every year an exercise is undertaken to compile Pre-Budget Proposals for the purpose of examining their feasibility for inclusion in the Union Budget. ESC has initiated the Pre-Budget exercise on issues related to the Electronics and IT Industry including DTC and GST for submission to the Ministry of Finance through Department of Commerce for their consideration.
Members are, therefore, requested to forward us their proposals / suggestions in the light of the following :-Budget proposals should be complete in all respect, properly categorized and HS Codes for each commodity must be provided.
- Justification given in favour of the proposals shall be restricted to 300 words and Annexures should be used, if necessary.
- Only most crucial proposals related to Electronics and IT are considered.
- Issues discussed year after year but never agreed to, may not be raised again.
- Proposals, which are related to other Ministries / Departments, need not be considered and should be sent to the concerned Ministry / Department for necessary action.
- There is a serious fiscal crisis. Therefore, proposals of small reduction / exemption in Custom / Excise duties, Service Tax etc. should be avoided unless they are absolutely necessary if such reduction /exemption are necessary, then ample justification should be given.
- Where temporary relief has been given to some sector for particular period (i.e. upto 31st March, 2013), then it should be re-examined and views may be submitted on these as well.

Pre-Budget Proposals are enclosed for use by the members. The same can also be downloaded from the Department of Commerce
Website http://www.commerce.gov.in as well as ESC’s Website : www.escindia.in
Members are requested to kindly send only export-related proposals / suggestions with proper justification at vgupta@escindia.com / csrawat@escindia.com at the earliest so that a comprehensive Memorandum can be prepared and submitted to the Government.
